They will demand restrictions, and their governments local and otherwise will start putting those restrictions in place before people get too much of a chance to become destructive.

Also important to remember the age-old "problem, reaction, solution" issue wherein a crisis is fabricated, leading the masses to call for restriction in whatever form... then restriction is delivered, under the guise of a fabricated threat.
