I know a lot of people think that.
A lot of really great minds tend to gravitate toward that theory.
But because of some experiences I have had...
I genuinely believe we choose it.
Though...
I did have one experience that was quite interesting.
I woke up surprised to be in a body and be human, and (at the time!) a teenage girl.
These feelings/thoughts elapsed over the course of no more than 10 seconds upon waking randomly early one morning.
It was very much a joke to me and I was shocked at first but thought it was very funny...
I had come immediately from a conscious, vague "form" that appeared gaseous (that's why I say that they are the best lifeforms)...
I wasn't alone, there were other gaseous beings around and we were all chillin'...
When I woke up in the body, I could feel them all laughing at me because I was shocked that I'd be waking up as a human/female.
It was like I had been "punked"... but I don't think they were responsible for me becoming conscious in this lifeform. It really seemed almost like an entirely random thing that simply just happened.
As I got "absorbed" into this reality, I knew it wasn't forever and that it was just sort of a temporary, ridiculous gag.
And apart from that experience...
In various other circumstances, I have felt the "game over" feeling of dying and then being conscious as the higher self, who views this reality as nothing but a game, is not phased by the drama of it, death is nothing, and it's always directly on to the next level of the game.
