Maybe this was the only way to install their new monetary system... maybe they just saw no other way than this way. Crash the whole system based on some BS, then replace it. Shifts of power in all directions, maybe powers taking hold that otherwise wouldn't have been able to if they'd done a 'soft' roll out of the new monetary system instead.
Regardless I think it's all BS and this is just a way to install a new global system.
