I think even the most evil masterminds still have a weakness and special appreciation for young children's lives.

I think it's more that the young people are seen as future producers/consumers. Those in power view most of us as machines to perform work and consume. Once the machine is wore out they have no use for it anymore. Maybe they have finally come up with the perfect virus to wipe out the old.
