The watermark story I've been hearing says the Department of Homeland Security printed the watermarked ballots for every state.
Several states have said they print their own ballots, which contradicts that story.
It does seem more likely that each state printed its own ballots, some of which may be watermarked.
They didn't use paper ballots in my precinct. There's a push button panel with a big paper overlay. You push buttons next to the candidates' names to light up a green X behind the appropriate box on the overlay, then push the Cast Ballot button when you're done.
