I think he understands that Hollywood is nosediving hard into the cracked desert floor of California, and like many other celebs he moved to Texas in an effort to help create a new environment for artists.
It's interesting to me that people like he and Rogan and so forth aren't simply relocating, they're attempting to upgrade the environment (Rogan opened a world class comedy club in Austin, for instance).
I think a huge draw in TX is how low the taxes are for business owners (by contrast California is borderline financial rape), and how much easier it is to get things done without being bogged down by regulations. This allows for people with tremendous resources to literally come in and create huge swaths of turf, and in most cases it seems very positive.
It's not just the A&E community that's exiting CA for TX, but the tech industry (Elon Musk and many Silicon Valley players, etc.).
