A lot of these things evolved from pre-Web dialup BBSes. The "modem users," as they called themselves, were a fairly tight-knit community, and a lot of people and their contributions became well-known on the networks.

The early Web was very sparse. It was literally possible to post a list of all the new websites that appeared each month. It's not hard to imagine that this kind of historical information was recorded as it happened.
