So it says that he was being turned away from most rides because he was too large to ride safely. Seems like staff dropped the ball when it came to that ride, then went ahead and let him go on it even though the harness wasn't buckled? That doesn't seem likely. They always go around and jiggle on them. Somebody either didn't get up in his personal space and see that he was buckled in securely or they were afraid to offend by telling him he's too big to ride safely and needs to get off the ride.
