I would say it would take about 15 minutes at least once daily devoted to massaging the scalp (with boar bristle brush, with fingertips, with actual scalp massagers, all of which are either free or fairly inexpensive tools), and brushing the hair through at least like 50 times.
So for optimal efficiency, you would START OFF with massaging the scalp, massaging it thoroughly with one or all of the aforementioned tools, THEN beginning the brushing process only after the scalp had been worked over and any dirt etc. had been loosened. The brushing would then move the natural oils through the length of the hair shaft, and any actual dirt and other unwanted materials would inevitably be removed by the brushing process.
It's also important to note that the cleaning of the brushes and other tools would be VERY important. You have to maintain the cleanliness of the tools, it's just as important as the maintenance of the hair itself. You can't CLEAN with DIRTY tools.
