Eugenics and selective breeding were actually considered legitimate science in the 1930s. Unfortunately, the concept of "undesirables" back then was sometimes based on race and other group characteristics that didn't necessarily signify that an individual was defective. The whole thing became associated with Nazism, and was ultimately rejected by science and society as a whole for being too illiberal. They more or less threw out the baby with the bath water.
