If this was supposed to be any type of TRUE test, they would have distributed equally to males and females, and studied who did better with the opportunity they were given.
That's the only way to ensure effective allocation of funds in the future...

Colorado, Cali, Oregon, they're always the testbed states... they're always the blueprint for the rest of the nation, and anyone who's spent any time in CO (or Cali) can tell you that it's overrun with the homeless, drug addicts, etc.
