In the last decade, cottage food laws have become much more lenient in my state. The licensing and testing fees are a lot more affordable, and it's left to your local health department to enforce the new laws.

What you need to do is lobby your state legislature. Form or join an association of other cottage food producers and pester the living shit out of your representatives.
