From what I can gather, the idea is that these people were shipped in to occupy the cities which were empty after the reset. That's what the World's Fair was about. It was basically a massive global trafficking operation.
The controllers transported their herds of enslaved people into this "new land" from all over the world, systematically.

Frances Huston was apparently a child laborer who was set to work at the 1899 World's Fair (doing what, exactly?) but for some reason her employment pass was cancelled.
Commenters on the video likened the World's Fair to Disney, and they seem to suspect human trafficking was its real and perhaps sole purpose.
