The black truck that sped away is the normal response.

If it was a rear cam, both vehicles were going in the same direction... black truck obviously had a clear path to exit and didn't consider the cam car to be moving FAST enough or to be a threat of collision.

And what about the car that drove past IN FRONT of the shooter? Did they get shot at? Did the shooter just STOP shooting so they could pass? Come on.

It's hard to tell, but it kinda looks like the shooter might have fired some shots into the car windows while it was passing.
