Allen shooter was obviously an agent.
My guess is that at some point he got picked up and that's how they got him to work for them instead of the gang he was in.
Only thing that can protect you from the gang is a bigger gang.
Regardless, he was incredibly mentally ill and most of these shooters are on SSRIs... easily mind controlled.

It is very clear that he was a mind controlled agent just like so many other mass shooters have been.
The Aurora, CO shooter was a MK ULTRA'd, so was the Vegas shooter, so were too many others to list.
