Radio communications (interstellar messages) between solar systems is possible, and it's possible that they received the instructions to build some of this tech from other advanced life outside of the solar system... but it was all made here.
In order to build the tech that was required to facilitate IM in the first place, they had to reach a certain stage of technological advancement. Whatever happened from there is just icing on the cake.
We are not a facing an intelligent 'threat' from beyond the planet or from beyond our solar system.
Are we being scrutinized by the remnants of a past Earth-based technologically advanced lifeform that now exists off-world?
