Due to some type of magnetic anomaly I would assume.
One of these areas that I personally know about is right off the southeast coast (Grand Banks) of Newfoundland, Canada.
It's nearly impossible to track down any info besides the graphs that show this magnetic anomaly online.
But it's even harder to find anything about the heartbeat/pulse coming from deep below the water in that area.
There used to be a few info sources about it 10 or 15 years ago in a Google search but they're gone.

It's an asphalt volcano.
There's some speculation that there's a similar anomaly going on with the Bermuda Triangle.
I dunno if that's true, I don't personally believe it.
There's proof of an actual magnetic force off the coast of Newfoundland and I'm pretty sure no such thing has been proven about the Bermuda Triangle. That said, I've never looked into it that much because I'm not very interested in the Bermuda Triangle.
