Ah yeah...
So they're sending a French ROV "Victor 6000" capable of reaching the Titanic wreck depth and it apparently could help free the sub if it's trapped.
It has robotic arms and the ability to hook the sub to a cable attached to a ship... it can't tow. So the whole towing thing was my misunderstanding.
To me, that suggests they have reason to believe the sub is stuck at the bottom.
They will discover whether or not the sub is at the bottom with this thing, no doubt.
If they do find it and their attempts to bring it up with the French ROV are unsuccessful, it's pretty obvious that they will bring in whatever equipment is necessary to recover it to the surface if indeed it is down there.
The whole story got too big for them to have any other option at this point.
