8:18 yeah things have gotten pretty bad out there. He's in the NE USA which is just a straight up horrible place for vanlife culture anyways, it basically doesn't exist there. Anywhere east of the Mississippi and you're in hostile territory.
Unfortunately, the plague of drugs and homelessness has been claiming public lands all over the country for the past few years. It's not safe to go around and do the vehicle living thing anymore like it used to be. Highway rest areas remain the safest places, even national forests and some BLM don't have that kind of safety anymore.
The solution is paid parking areas with high security and enforced limited stays like I've discussed in the past. Until that infrastructure is set up throughout the country, van dwelling isn't a good idea anymore.
