Most of the world is going digital encrypted. The UK was the first to use the motorolas.
Here its the whole country but it doesn't work in regional areas yet. And only Police not Fire or Ambulance.
Digital trunk calling can be tracked but not like regular you need like 200k worth of equipment to keep track properly.
Even then its sketchy gotta know what you are doing.
