It´s probably easy enough to steal money in that sector in a way that it can´t be found. I mean, so many contractors here and there doing various small jobs that cost a lot of money. All it takes is a little friendship and you can probably get away with a lot. I predict they´ll find absolutely nothing amiss in that audit.
