looks like 1950's infrastructure by the look of that concrete overpass , no proper safety measures
prolly some teenagers put stuff on the rails , i knew these brothers who did that shit when i was little started out with just coins and then they kept putting bigger stuff on ... finally they got caught one time and their dad beat the shit out of them
after that they got all the kids in the neighbourhood to dam up the stream that passed through protected land so as to make a small lake where we all could fish
