In certain cities around Mexico they are setting up monitoring at recycling venues. If you happen to throw regular garbage into the blue bins you will be identified and sent a notice informing you of your wrongdoings and given a number of hour’s community service just like they do in lower courts here in North America . Rockefeller foundation is funding this program and getting mayors on board.

TBH...
There's no excuse for people not to be able to throw their various types of trash in the right bins.
It's kind of pathetic if they can't.
How important is it to have consequences for the people who don't do it right? Well...
There are a lot of resources that have to go into sorting that trash if somebody made a fuckup along the way and put stuff in the wrong bins.
And sometimes entire loads have to be discarded due to being contaminated by the wrong types of trash (or improperly prepared trash) being thrown in.
I dunno...
I'm not saying I support the consequences being placed on people, but I do think laziness is the main reason people do it wrong.

Maybe it comes down to education...
People need to be taught about recycling.
But how are you gonna force that info on people who are already out of school, for example?
Lazy dumb middle aged fatties who can't be bothered to sort trash into the right bins?
They can't take time away from scratching their nuts and trying to get laid in order to learn the rules of recycling.
Should their lazy asses have to do community service over it? Sure, why not. It's not like they're doing anything useful anyway.
