I don't find it hard to believe that 1980s Portland, OR may have been used for psychological experiments, after all the west coast is no stranger to such fuckery...

36:56 I seriously doubt the "urban legend" was created in 2000, lol. If indeed it's an urban legend, it's probably been going around for way longer than that... but finding anything about it on the internet pre-2000 would be the hard part, not impossible but highly unlikely.
