I'd mix black eyeshadow in with the gel, apply it to the brow in the desired shape with the angled brush, adjust the shape if needed with the spoolie, then I'd let the gel dry and apply more of the black shadow on top just to make it matte again. You'll have to work fast before it all dries.
You may wanna practice this look in advance just so you can get it right. Whatevs though, too much forethought and effort tends to ruin the fun. Your friend will be impressed though.

You can improve the look of any fake wig by powdering the shine out of it. I use corn starch and a kabuki brush to powder wigs, but if it's a solid black wig you'd definitely wanna go light with the powder. If you don't mind it being shiny and looking fake as fuck, it's all good... no need to spend much on a wig, they're all pretty good.
